The LuLac Edition #363, Dec. 6th, 2007

PHOTO INDEX: TIM GRIER DURING THE LULAC CITY COUNCIL FORUM MEETING IN THE SPRING AND OUR FOUNDING FATHERS DISCUSSING THE U.S. CONSTITUTION.

ONE MAN

The beauty of our American form of government is that those who are in power can be challenged. Now those in power don't like to be challenged but it is a right as a free person in this country. Most of us in this nation have no clue what a democracy means. And in this area, we are sheep to the political machinations of whatever party is in power. We celebrate America by going to Kirby Park and watching the Fireworks and we say we'd do what it takes to defend our freedoms and make life better. But when all is said and done, we go home, watch our big screen TVs, sit on our asses, eat some chips and drink some beer and hope against hope that the elected officials we voted for (because Uncle Teddy was a Dem or Auntie Bernadine was a Republican) don't screw us. And things run pretty well. But once in a while, something happens to stir us up into indignation. Like that debit card mess. The talk show lines are full of bloviating outraged citizens who are going to take to the streets and storm the Courthouse. They're gonna make the long overdue changes that'll teach those bums. Fired up, they are poised to attack until they are distracted. It takes very little to distract and calm us down, for some it's the Holidays, for others the Victoria's Secret annual TV special. But after the outrage and venting to Kev, Nancy, Sue and Steve, most calm down and say "what's the use". But then there's a guy like Tim Grier. There are two Tim Grier's, the one the powers that be want you to know about. Multi tattoos all over his body, a rabble rouser, a trouble maker, a guy who wants to be heard just for the sake of being heard. That's what they want you to think about Tim Grier. Then there's the Tim Grier that's a student, a veteran and a pretty smart guy who believes in the principles set forth by the founding fathers. He believes in transparency in government, and the right of the people, even if it's one person to be heard. Tim has tried to be heard, at Wilkes Barre City Council meetings where he is regularly ridiculed, and at County meetings where he is merely tolerated. But he keeps on coming back. No one's ego is that big and starved for attention. He believes and he fights. Tim recently took a trip to Harrisburg and here's what he did: Grier filed a complaint. Got in his own car, used his own gas, maybe his own debit card and took the trip down Rt. 81. Grier’s five-count complaint accuses county officials of trying to circumvent the state’s local government debt act with the borrowing plan. Grier believes the county has failed to show the loans have any public benefit and the public is not being provided details about the projects that would be financed by the proposed loans. A component of the borrowing plan’s only purpose is to pay off a $14 million deficit in this year’s budget, which is not allowed under the act, Grier argues.
When the County officials found out, they were upset because someone was upsetting the applecart. Challenging them. County Chief of Budget and Finance Sam Diaz labeled the complaint’s effect as “crippling.” I like Sam Diaz a lot, played ball with him in softball leagues in the early 80s. He's a stand up guy and the county should be glad to have him. But if this budget was revealed before the election, maybe, just maybe we wouldn't be at this crossroads. The only thing that would've happened is that Greg Skepenak might have finished third in the balloting for Commissioner and given the ineptitude of the Republican party, we'd still have a Democratic majority. Grier was summoned by Diaz and Atty. Peter Moses this afternoon and was asked to drop the complaint. (Tim invited me but I was working and truth be told, even if I was free, I wouldn't go because I don't have Tim Grier's guts. ). Diaz says that the lawsuit will result in hardship. Diaz is convinced the complaint could force layoffs and shut down some county services if it is not resolved and the county can’t borrow the money by Dec. 18. Layoffs would be needed at vital departments like Luzerne County 911, emergency management and the county’s criminal justice system, officials claim. In addition, future borrowing could be impacted by more than $36 million, according to a press release issued Wednesday by the county commissioners’ office. Most of the added costs are linked to higher interest payments stemming from a predicted default on the 2007 tax anticipation note. The tax anticipation note is supposed to be paid back with tax revenue received throughout the year, but that revenue was used to pay for county operational and maintenance expenses in anticipation of the three loans totaling $93.5 million, Diaz said Wednesday. The county also has revenue shortfalls that resulted in the money not being available to pay off the tax anticipation note to be paid back in full, plus $372,000 in interest, by Dec. 31. That's a big nut and truth be told, a little daunting. The implication I am getting is that if Grier's complaint succeeds, the county government will come crashing down and it will be no one's fault except Tim Grier. Grier did his best Tom Petty imitiation and told them "he won't back down". Luzerne County officials could not convince Wilkes-Barre political activist Tim Grier to withdraw a legal challenge to the county's plan to borrow up to $93.5 million. According to county officials, the complaint will prevent the county from borrowing roughly $15 million to pay this year's bills, including a $10 million tax anticipation note. And that means the county will start planning to shut down non-essential services later this month, Commissioner Greg Skrepenak said. Officials have to determine what essential county services are. Huh, they don't know? The prison and the 911 dispatch center are examples of essential services, according to Skrepenak. Good, despite this mess, I always said Skrep had a handle on the government mechanisms that are important.
But Tim Grier won't give up and now the boys at the county are no longer talking about the debit cards and the expenses incurred by the gang but about how the sky will fall. Not because of delayed presentation of the budget, not because of questionable practices but because of one man, one person, Tim Grier standing up and saying "he just won't take it anymore". It will be interesting to see what is said about Tim Grier in the next few weeks, "government activist" (the Citizen's Voice referred to him as a gadly, semi cheap shot I thought) or "obstructionist". I'd call him a PATRIOT.

TOOLE?

Wil Toole wrote a letter to Governor Ed asking the Guv to name him County Controller so he can clean things up. (I wrote a letter to Bud Selig in the early 1990s after the baseball owners fired Fay Vincent and applied for the job of Baseball Commissioner, I still have his response on Milwaukee Brewers letterhead saying I'd be under consideration). Well, needless to say Bud took my job. I don't know how well Wil Toole will fare but he will be one of many interested applicants. I for one thank Mr. Toole for putting his name out there, he will be as tenacious as Steve Flood and Carolee Medico combined!

HIL'S ANSWER

Hillary Clinton has said that Senator Barack Obama lacks the experience to be President and would not be able to hit the ground running on day one as she would. True. But she she add one more thing to her attack. Look at the last time we elected a government official with 6 years governmental experience and just seeming to have an interest in "being" President rather than governing as one. Can anyone say BUSH? George W?

Go Tim...I will support you all the way. I feel this debit card issue is the reason why the taxpayers are being taxed to death..The whole gang in Luzerne county should resign and we should appoint Tim Grier as the next County Controller.

Dave, Good article about Tim Grier. Normally I don't agree with people like him (trying to kill a bug with an atom bomb) but you know, peoplr do things when they are pushed to the limit. And your normal citizen is sick and tired of this stuff. Go get 'em Tim, rattle those cages.

So I'm in the Kmart and a few people are talking about the mess the county is in. They all said, "who the hell is Tim Grier?" Hey, don't care. But Tim, whoever the hell you are: THANKS!!!! U DAH MAHN!!!

Good writing, Dave. Keep it up.

Couple thoughts from the Lac.
Channel 61 needs money again. Why should citizens fund what was a good idea, but got hijacked by attention seekers from the lunatic fringe and Janet Evans for her endless babble never offering a solution to anything!
Public airing of the Commissioners meetings certainly played a part in Tail Gunner Bobs demise as the public got a good look at his total Arrogance and that more than a 48% tax increase did him in. Perhaps some of the $500,000 which went to Paul Sorvino (Whats the news on the unfinished movie?)could have gone to fund 61 included a major upgrade in equipment, coverage, topics, people and management! Instead Bob gets a Producer Credit, which belongs to the taxpayers of the Lac, on a movie which as it looks will never be released!!! A couple bucks for the local arts wouldnt have hurt!
The Lu and the Lac share one thing.
Skrepinack and Cordaro, two former average football players who were not suited to govern anyone! Both lacking in the most important personality trait, CHARACTER!

It will be interesting to see what is said about Tim Grier in the next few weeks, "government activist" (the Citizens' Voice referred to him as a gadfly, semi-cheap shot I thought), or "obstructionist." I'd call him a PATRIOT.

Well, you might start by interviewing the ordinary employees who suddenly aren't getting any income because this (yes) gadfly decided to screw them in an action that I don't think affects him. He's doing damage to a whole lot of people, apparently without giving a [bad word] what happens to them.

It's good to stand up for principles, and there are a lot to stand up for in this situation, but "1:10" is going in the right direction when he says "(trying to kill a bug with an atom bomb)." There are plenty of smaller, effective weapons in the arsenal that will do less collateral damage.

Unless Tim doesn't give a [bad word again] about collateral damage. Or, in his gadflyness, hasn't thought out the extent of the damage he is causing.

For years I have used a phrase I ran into somewhere and can't track down: "No man is more dangerous than he who is convinced he is right."

Big problem, right cause; wrong way to implement the wrong solution.

Dave, I cannot thank you enough for being as fair as you are on this issue. You have the ability to look past the "package" and hear what the issues are. Your write up of Grier is a good example. But instead of yelling like a Mexican banshee on the radio (you know who you are Mr. Madonna, Cher, you one named celebrity)you choose to give credit where credit is due with Skrep and Petrilla, Diaz and the group. That's being fair, that's showing judgement. Good job.

You got me buyin the Times Leader and interested in the politics of Luzerne County. You really should be on the Radio.

There has to be a better way to run a railroad. Government in other areas is not run like this. And I need to think it has to do with the fact that people around here choose the lowest common denominator as leaders. Petrilla says on the news tonight, "we learned something about leadership with this thing". YA THINK? The two people I feel sad for in this thing are Kathy Bozeinski who is this county's version of Nixon's press guy Zeegler and Mark Buffalino who built the Democratic party into the Boston Red Sox (sweeping everything in sight) and not one month later seeing it turned into cinder.

This is something that I hope will shake the county government to its very foundations. It's always the small stuff isn't it, that tips the balance!

I WAS. I STARTED IN RADIO AT AGE 15 AT WPTS IN PITTSTON, THEN HELPED FOUND WVIA FM WITH GEORGE STRIMEL, TOM McHUGH, GEORGE GRAHAM AND THE LATE LIBBY SMITH. TOM AND I WERE JUST COLLEGE STUDENTS BUT LOVED RADIO EVEN THOUGH IT WAS CLASSICAL MUSIC. THANK GOD WE TWO ROCK AND ROLLERS GREW INTO THE FORMAT! I ALSO HAD THE OPPORTUNITY TO BE THE NEWS DIRECTOR AT WRKC FM RADIO DURING THE MID 70s. THEY ALSO GAVE ME A JAZZ PROGRAM ON TUESDAY AFTERNOONS AND A FRIDAY NIGHT SHOW WHERE I CONSISTENTLY BROKE THE FORMAT ANY CHANCE I COULD GET. IN THE LATE EIGHTIES FOR 5 YEARS I DID A SUNDAY MORNING PUBLIC AFFAIRS SHOW ON WBAX AND MY LAST RADIO GIG WAS DOING POLKAS AS A FILL IN AND RUNNING THE BOARD FOR NASCAR ON THE OLD WKQV OWNED BY CURRENT COUNTY COMMISSIONER BOB CORDARO. SO WHILE I APPRECIATE THE SENTIMENT, "BEEN THERE, DONE THAT". THANKS FOR READING.

CAN'T AGREE WITH YOU MORE. I HOPE ON THIS SITE PEOPLE KNOW THIS IS MY OPINION BUT I CERTAINLY DON'T THINK IT'S 100% CORRECT. (JUST ASK THE POSTERS WHEN I BRING UP AL GORE). I JUST WANT TO ADD TO THE DEBATE AND MAKE PEOPLE THINK. AND IF THEY DISAGREE, ALL THE BETTER. AS FAR AS ME AND GOD, THE ONLY THING I BRING UP WITH THE DIETY IS MY REQUEST FOR A LITTLE MORE TIME ON THIS PLANET TO ACCOMPLISH ALL I WANT TO.

When I'd visit him in the Poconos, he'd rail against this horrible all night classical disc jockey who in his venacular said, "really was putrid". Yonki is an uncommon name, was that you? OH I DID. I WAS HORRIBLE. IT EVEN GOT TO THE POINT WHERE I HAD PEOPLE SEND ME PRONUNCIATION GUIDES. I WAS A KID, IT WAS RADIO. I WOULD'VE PREFERRED TOP 40 BUT THIS WAS THE HAND I WAS DEALT. IRONICALLY, YEARS LATER IN LIFE, I ACTUALLY GREW TO LIKE AND ENJOY CLASSICAL MUSIC. BUT BACK THEN, IT WAS RADIO AND NOTHING ELSE. PLUS I WAS FINISHING MY LAST YEAR IN COLLEGE. TUESDAY NIGHT WAS MAHLER NIGHT, I'D PLAY THESE VERY LONG SYMPHONIES WHILE I TYPED MY TERM PAPERS. YOUR UNCLE WAS RIGHT, I WAS "PUTRID".

Mr Carten, one of the remaining few supporters of all things Luzerne County Democratic, whether they make sense or not...

"Ordinary employees who are getting screwed by an action that doesn't affect him..."

Skrep and his buddies did the screwing by using those debit cards for personal gain and by lying about it. Grier doesn't want to be on the hook for another twenty years for this type of behavior.

What other smaller, effective weapon do you have in mind, Mr. Carten? Or, are you just rambling because those you have blindly supported got caught screwing everyone for pleasure?

Again, Tim Is not causing any damage. The majority commssioners are causing the damage by lying and trying to cover up those lies ripping everyone off, and now they are trying to deflect the attention they deserve for TRYING TO PAY OFF A TAN WITH A BOND!

Please be aware that there will be a Rally on the Luzerne County
Courthouse Lawn on Dec 17th at 9 AM to make the Luzerne County Prison
Board remove Deputy Director Sam Hyder from his position. This is a
Rally that will be very important to the integrity of the government in
Luzerne County.
Sam Hyder is one of the seven people that have abused his power as
deputy warden and has used his County issued debit card for purchases
that were not aurthorised by his department supervisor. This is a
direct violation of County Policy and the taxpayers must rally for
accountability by having the Prison Board fire Sam Hyder.
Please be prompt as the Prison Board meeting will start at 9:15 AM
and we need to be there to show that the taxpayers will not allow this
type of insubordination in our county government. I understand that Sam
Hyder is in the process of getting his people together to make sure he
has support there for himself. Let's all show the County Government
that we are going to voice our displeasure with this type of behavior.

Mr Carten, one of the remaining few supporters of all things Luzerne County Democratic, whether they make sense or not...

Whatever you're smoking, it's illegal. I'm registered to a party, but all bets are off when I enter the voting game board.

My words:
"Ordinary employees who are getting screwed by an action that doesn't affect him..."

Your words:
Skrep and his buddies did the screwing by using those debit cards for personal gain and by lying about it. Grier doesn't want to be on the hook for another twenty years for this type of behavior.

I don't want to be on the hook, either. (Imagine that: Tim and I agree on something!) I'm thinking of families who will not have any income if his actions shut down their jobs. He has to keep this in mind and, obviously, he's not going to be starving if his will be done.

What other smaller, effective weapon do you have in mind, Mr. Carten?

Something that does not affect the families (collateral damage). Tim seems to think he's got the answers; maybe with some wise counsel they can come up with a workable plan to stop the $-bleeding.

Or, are you just rambling because those you have blindly supported got caught screwing everyone for pleasure?

I work with the blind; I am not blind myself. I even vote against people who are my friends if I think another person in whatever party can do a better job.

Again, Tim Is not causing any damage.

Sure he is. Where was he before the opportunity came to toss a monkey wrench into the works? Again, ask the people who face loss of family income. Maybe he can help support them.

We need better oversight, which has become painfully obvious. I'm not politically astute enough to know exactly how to go about it, but there's a big difference between a guy standing in front of a tank in a Chinese square and a guy stopping the working of our county government.

People in Pittston do have short memories. They forget that Wil Toole was one of the founders of the Pittston Tomato Festival. He also was the founder of the Pittston Farmers Market. Seems they forget that he ran the city debt free and kept taxes down and when he retired, the Pittston polticians tried to destroy him. Yep, Pittstonians do have a short memory.
