The LuLac Edition #2566, December 19th, 2013

ARE THEY THINKING THIS THROUGH?????????????

I’ve been accused here of not being on the side of Luzerne County workers. Fair enough. I’ve also been accused about leaping at a County job is I had the chance. Under these circumstances, I’d disagree with that. The recent march toward lay offs is puzzling to me because I’m not seeing a cogent pattern here. What also concerns me is that the lay offs are affecting people with many years of experience. Today two employees were given their notices in Voter Registration and the Public Defenders Office. If anyone should go in the Voting Bureau it should be the import from Wyoming County who has proven herself to be not very competent.
The newspaper indicated that they are increasing the hours to 37.5 for all who do not work those hours now. AND it was noted that the extra hours will not cost the county anything. In the next breath we were told the money will be saved by the jobs cut.
Okay, I’m having trouble figuring this out.
Is the game to simply fire some to increase the wages of others? When people are gone and the few remaining are sick or on vacation, who will do the work? It will be overtime! You can bet your ass that people who are now doing work on their lunch hour and bringing home work will stop doing that as well they should. I know people think I’m hard on County workers but I’ve met enough of them to know that they “live” their jobs. Why should anyone go the extra yard when the only concern is to eliminate jobs? Some people were told today that they are gone at the end of the year and Lawton has yet to finalize numbers with the unions.  If they were truly interested in saving money, they would not be hiring all these high priced managers. Fire three and hire one that takes the entire savings of the three to cover the one job with benefits.
Look at the past managers they had in place over the years. Surely there are some people out there that can keep their noses clean. And don’t give me that crap about attracting talent. With a majority of people here making less than the poverty level, you don’t need a bunch of $75,000 a year managers reinventing the wheel.
I’m not sure this Council in the Christmas season understands the psychological and real life ramifications of what this will mean in the courthouse.
Yes we need to bring down the debt, yes we need to save money but it is curious that Mr. Lawton has resisted outside help from people that could give him a fresh set of eyes.
It is a tough thing. I wouldn’t want to be a Council member right now. Tough sledding in the winter of 2013 under the dome. We wish everyone well.
I'm getting a lot of mail from people employed with the county. For a guy that has been screamed at for not liking them, I'm pretty popular. The cartoon above is being passed around with this caption.
Hey what's cookin????? Lawton is working me to death
discarding what he considers useless human beings.
It isn't the weight of the bodies, it's the weight of the tears that are
weighing me down. I'm wondering if tears are toxic?
Could all these tears be considered leachate?

PRESIDENT RYAN’S PLAN

The encroachment of King’s College on the City of Wilkes Barre continues. Father Jack Ryan today announced a 16 million dollar plan to renovate The Ramada, the old Sheraton Crossgates to a facility that will house a physician assistant program, exercise science program and the athletic training program.
King’s will of course have its crack financial staff on the job as usual (wasn’t there a little glitch a few years ago with something or the other?) and city residents just wonder what the tax contribution of the college will be to the city.
The encouraging thing is that the Physician Assistant program will be able to get hands on practice taking care of Father Ryan’s drunk students that make Wilkes Barre their home when school is in session.

OUT OF TOWN

On Friday evening, President Obama and the First Family will travel to Honolulu, HI. The arrival of Air Force One is open to the press and closed to the public. The President needs a rest from his failed first year in his second term.
No immigration reform, a botched health care roll out and a big credibility problem.

The first truly complete recording of the opera Porgy and Bess is released in a 3-LP set, by Decca Records in England and by London Records in the U.S. It stars Willard White and Leona Mitchell. The orchestra is the Cleveland Orchestra conducted by Lorin Maazel….in Chicago long time Mayor Richard Daley dies at the age of 77 after 21 years in office. Here is Daley in an appearance in happier times before Chicago 1968...

……..in Pennsylvania Mayor Frank Rizzo completes the first year of his second term as Mayor with a decrease in crime and seems to have won back some of the confidence of Philadelphia voters after a rocky re-election and tough relations with the City Council…in the City of Scranton, Democratic Insurance Executive Eugene Hickey says he will definitely run for Mayor….and as the year closes out, the number 1 song in LuLac land and America was “You Don’t Have To Be A Star To Be In My Show” by Billy Davis and Marilyn McCoo.

Obama certainly had a bad fifth year. THe bright side of that is that it is not a bad sixth year or seventh.
Only time will tell if the previous mentioned will come to pass.
Since he has 3/4 of his term left there is hope that he can rebound---particularly with the ACA. The NSA, however is becoming more doubtful.
Still, as with all second term presidencies, as each day passes Obama becomes more and more entrenched in lame duck status. ALready the media is seriously discussing 2016 and make no doubt of the following:
If Obama has a good three more years the Presidential race will be a close one whomever the respective parties nominate (the economy was at a historic peak in 2000 and Al Gore still lost, and even if he was cheated out of it, that would not have happened if the race were not close).
If Obama has a bad three years the the Republicans will take the White House in 2016. No debate.
Bless You.

David, you hit the nail on the head. To sum it up, Lawton is not a manager. Albeit, he has to rely on his staff, but there are some obvious errors in the 2014 Budget and the average hard working, low paid employee is paying the price at the expense of the overpaid elite inner circle. The biggest problem for many years has been too many chiefs. As suggested by Tom Pribula, a hiring freeze should have been imposed in 2012 at the inception of Home Rule. I would be curious to see the number and cost of those hired under the Lawton reign versus those terminated. I can only hope that the 2014 Budget will be reopened and modified and that Lawton's feet will be held to the fire to actually manage. He is good at coming up with one liners, but we need a roll up your sleeves manager not one who enjoys delivering speeches at every breakfast, lunch or dinner. Dobash and Sorokas should reach out to Pribula. I'm sure he can come up with a few million dollars to limit the maximum tax increase.

I hope the "good" County employees, they know who they are, will forgive me, but you are not qualified for a County job for two reasons. You are honest and you give a damn! You are also dedicated and hardworking. I know because we worked together for some time.
The decision making is just all fouled up and fouled is not my first word choice. It seems these days that good employees get taken advantage of and are the first to go when "cutbacks" occur.
Dave, face it, we are from another time and place when integrity was taught and observed by parents, teachers and good employers and good citizens.
Sad but true!

You are correct about the many County employees who work hard, dedicate themselves to the service they provide and receive nothing for it. But you are incorrect in your statements that layoffs are because of increased work hours (37.5). The employees that will now be working increased hours are NOT being compensated, they are taking an hourly decrease in pay. The layoffs stem from the chance that union concessions will not be accepted. If they are the layoffs will be rescinded. As far as managers that were hired...they are running 6 to 8 departments, $70,000 to $75,000 is peanuts compared to what was spent on Row Officers and Deputies to run these offices. And if you knew the hours these managers put in they are probably only making $50,000. Hopefully the layoffs will not happen because the county cannot endure these cuts of hardworking individuals, you can only trim so far......

9:41 PM........ Absolutely WRONG! The county manager has said publically and on the reocrd that the added cost of incfreasing the work week will be covered by tghe money saved from the employees cut. Before making such a statment that has far reaching consequences, you should know exactly what you are talking about. The county unions NOT INCLUDING THE COUNTY DETECTIVE UNION has agreed to givebacks but not to work additional hours for less pay. This is a stupid move as Mr Yonki explained. Now they will have less employees doing the work so when vacations or sick time is used, overtime will be the order of the day. Right now a good examle would be the court employees.... They work fro 8:s0 to 4:30 which is 8 hours but they get a lunch hour that is not ;paid so they are paid the 35 hour work week. It has been said and it has been researched that increasing the work hours does not mean an increase in p;roductivity. In fact, the opposit can be true. Like everything else, it ain't broke but the idiots decided it needs to be fixed. They have created unemployed so that some can get a pay increase. Yonk is correct.
